лейблы у раннера имеют привязку к операционным системам, если нет соответствующего лейбла у раннера по ОС, то CI не запуститься.

Можно лейблы оставить пустыми при создании Раннера в интерактивном режиме

./act_runner register

Тогда добавятся ubuntu-latest ubuntu-22.04 ubuntu-20.04 ubuntu-18.04
